No way for #3!
How long have we been preaching at users not to write passwords down....and then it is recommended that we admins do so? No way!!!

All someone would need to do is move the file to a non NTFS disk (thumb drive, anyone) and the encryption goes right out the window! Yes, I know, permissions could help prevent this.

Besides, last time I checked (yesterday), Active Directory had a "find" feature that works pretty well, making finding the user that needs their password reset an easy task.
