Admins don't need a user's passwords. In many industries and in government settings it is against policy, and at times against the law. In my state governement position, we are never aloud to give ANYONE your password for any reason.
In #3, the writer specifically noted that the active directory user manager can reset passwords if one is forgotten. If an admin must enter a user's account, the user should log in with the admin present.
