I've never seen an org where some of that doesn't occur. But at the low to mid level manager position there is a lot of disagreement. Sometimes people "forget" what they said if it is convenient. Of course that's how you find out who the honest ones are.
That said, I don't feel anybody is trying to screw me over. But the CYA covers my bosses rear also. If I do something questionable, or make a mistake it is my boss who will take the most heat.
