I'd say more that MS Windows is mostly made up of kludges, rather than being a kludge as a whole. Others might interpret it differently, I suppose.

I guess cloodge is probably a fair approximation of how I'd pronounce kludge.

When I first saw the word "kludge", I imagined a short U sound as in "clutch" as well. I was corrected on that fairly early on, though, and my experience with other hacker-types has reinforced that correction pretty thoroughly.
