Creating VLAN's

I want to create a vlan to keep one paticular computer off of our primary network. I am new to networking and understand a static vlan but I am interested in setting up a dynamic vlan and was wondering what all would be needed in setting this up? Also if I create a dynamic vlan the traffic can still travel over the existing physical connection correct which is what I am going for? Or do I just need to enable packet tagging for the vlan and if so what would I need to do at the router level?
