http://www.projectplace.com/ is an online project collaboration tool. They have some kind of trial period, so it may not be free of charge.
Haven't tried myself but seen positive comments.

http://www.comindware.com/tracker/ is a really robust suite of tools for managing projects across all the departments in your organization. It's got a serious set of tools for collaboration, project management, Outlook integration and lots more. It also uses Semantic Data Storage instead of a traditional relational database. The technology is new, but it looks like it could revolutionize database design and project management. They're just finishing up development and offer a trial period, so I would definitely check them out.
