Can't you just dump them untouched - like machine translation does with unrecognized parts. Leave them sitting amidst the code as they were... maybe one would need some kind of "skip this..." "...to here" tag?

EDIT:Oh wait, I see why that won't do what you had in mind. You'd need a syntax evaluation to see the "roles" of the various parts, and then tag them as such for reinsert into the translation.
