I have to agree with web_mgr
First let me admit, I learned most of my management skills as both a noncommissioned and commissioned officer in the military. If an assignment was successful, it was due to my team, if not, it was due to me. My job was to make sure the resources were available to get the job done and I never ordered someone to do something that I couldn't or wouldn't do myself. In the civilian world I often see that first-class minds hire first-class minds, second-class minds surround themselves with third-class talent.
