That is rather close to how it works now.
Basically, it's support and advanced enterprise features you pay for, in many cases. (See Red Hat for an OS distro example.)

Source code only has to be available by some method, and providing it doesn't cost anything aside from server time and network use, which is the same whether you choose to download a distro containing all the source or you download it at another time.
