About the only places growing their own IT employees are privately held companies that are like families. I worked for one a few decades ago and when I left for a better paying job, I was told that if it didn't work out, I would be welcome back.
When I visited the company a few years later, I found that another employee had done the same thing I did, but had returned when his new job didn't work out.
It could be that companies like that, those that ignore the 'best practices' promoted by some MBAs, may more effective in the long run than those companies that believe in disposable employees.
