While it's true that LTE will be an even more prevalent standard than HSPA has been, frequency is still the issue for international use. Even in the USA... it was going to be both Verizon and AT&T on 700Mhz, but AT&T is already talking about using 1700 and 2100Mhz if they are allowed to buy T-Mobile. LTE elsewhere may show up on many other frequencies... the useful spectrum is quickly being grabbed up.
