On XP anyway you sort of can force it with /f or /r, but it only schedules it to be done when the system is next (re)started. From the recovery console you can check the boot volume without a restart and have it fix errors with either /p or /r - yes, even when the recovery console is installed as a boot option and not being run from a CD.
