making the judge see more bugs would mean paying a higher bug tax.
Just have a fuzzy mashup of the overall error-per-megabyte (EPM) ratio of the code, assign one 1% additional tax on profits on the product for each EPM percentage.
Mandatory out-of-house prerelease testing should cut down the cases of companies trying to counter charges.
