That could also be seen as intent. The technology itself is neutral basically providing the same mechanism on either side of the fense. The intented purpose of that technology differentiates. It really does depend on who's percieved rights are being managed though.
With package management Digital Rights Management, I can grant an exception of rights for something to function though it fails to authenticate against the destination. With Digital Restrictions Management, the implementation limits my ability to grant an exception of rights for something though it fails to authenticate against the destination.
Ha.. it's back to the old Permissive License versus Restrictive License debate. Both are copyright licenses though each has a different intent towards the content consumer.
