It's the standard, where...
Companies are aware of mistreating their employees (low-impact, at the least) enough to expect retaliation the second the threat of loss of livelihood is no longer in force (because that loss has become a reality).
Companies that respect their employees also know to expect better than that. So they can and do give notice.

That would be an interesting question to pop when going to a work interview : "When you let someone go, what are you standard procedures?"
