She may just have been trying to make a point, but using jobs that are not available for viewing kind of defeats the purpose.
Just do a search for the 2210 series. The USAJOBS site allows you to save several different versions of your resume. You can also have it notify you via email of new postings based on a saved search.
Unethical selfishness exists everywhere. In capitalism we sometimes call it good. Would it be a surprise if someone in government manipulated the system to give themselves, their family or their friends a raise or a good job? Get real, as long as job skills in IT are unprovable people will use IT as a catch all for themselves and their cronies to get paid big money for providing barely basic service in government. Sure their is a clear connection between performance and pay in the private sector. But once you get into government where firing is virtually unheard. There is no checks or balance to gov IT. Some do work hard and contribute. But, if someone in gov IT can't do their job, they just spout off a few confusing words so that they can hire a consultant. The consultant does their job for them at 10 times the cost of hiring a qualified person.
