I don't think you read the article very closely. It was understood; it just wasn't taken into account. The fact of the matter is that (as you'd understand if you read more carefully and thought about it a little more) the size of the database is not the limiting factor in the development of the method used to generate values from the database. The limiting factor was the number of times the database was accessed, pretty much regardless of size.
