ChromeOS and Android would be just as much ChromeOS and Android with any other OS kernel. The "are they 'Linux' or not" question is really irrelevant. They are both appliance OS which happen to have some kernel or another between userland and the harware. Google would stack both on top of a forked BSD or NT kernel and they'd still be a webapp thin-client OS and a Java runtime environment mobile OS.

Since niether is a general purpose distribution; both are a big woopty-do regarding whatever kernel they happen to be assembled on top of.
