I don't assume anything about a business if they offer a toll-free code, but I'm more inclined to call such a number simply because I don't have pay for the call. Next on my list is if the area code is the same one I'm in, for the same reason - it's cheaper than an LD call.

Other than that, I don't what would make any one area code more 'right' or 'wrong' than any other.
