Looking beyond one media publication, I am not convinced of that site's credibility. Too much "talent" is not being utilized, or undervalued in pay (and/or other factors), and anything to do with "competitiveness" has more to do with wage devaluation than "looking at somebody who can do it better and learn and do one's best to make it to 'the next level'".
