Many open source projects have "owners" or companies that direct the development efforts. Webkit is an example but another would be Android and how Google maintains control over it despite it being open source. Apple does the bulk of the development work on Webkit. And since Webkit is the rendering core of the browser, it would account for a significant amount of its HTML5 compatibility.
