When you're as big as Microsoft and have as much sway as they do, you can set the standards yourself. Although, in all seriousness, the issue of standards has always been a collaboration (or lack thereof) between the major players in a given industry. Think of all the standards we've all come to know and love that make the Internet as functional as it is. Operating Systems have to tune themselves to technology as it exists past, present, and future. Microsoft has certainly done it's share in all arenas but they are still just one giant player in the making of standards in the tech industry.
