Treat bullets and bullet making materials like prescriptions, starting at the manufacturing level.

Besides guns are useful to society. They aid in population control and create jobs - guards, police, prison construction positions, emt's, etc. Gang wars should be encouraged and treated like a sporting event. That way they eliminate each other at no cost to the taxpayers. Guns also make for some great debates and political fodder.
