I guess that some file extensions need encryption because otherwise, as you said here, anyone could find out what you are doing, but even so, why would be people so scared about what they are doing. I mean, a free FTP server wouldn't have any files on it that actually need an encrypted connection. Encryption is required when you handle sensitive data and such data is usually maintained on private servers with powerful security measures.
