You have to PERFORM maintenance
I ran 30 Vista PC's for years and found that regular maintenance cleaning junk off of the machines and keeping crap out of the startup Vista gave excellent service and were far far quicker on boot and shutdown that the soon to be redundant XP machines that were in use at the time. We always found XP to be very poor for boot up and shutdown.
Maintenance is a very simple process: remove old junk from the machine on a very regular basis and keep start up folder to essential services ONLY and you will have no grief.
