Being able to talk does not necessarily imply intelligence -- just listen to any politician almost anywhere in the world.
We use computers for data analysis in many fields, and have been doing so for many years. I may be wrong in my view of this one, but to me it appears to be a difference in degree, not in kind. Watson seems to be a super-duper analysis machine, but not capable of creative thought (if we can actually define that term).
Since we have as yet been unable to come up with a standard definition of what intelligence actually is, it seems a bit futile to argue about whether or not Watson is intelligent. Besides, I would prefer wisdom to intelligence any day.
