I find most are, for some reason. I have noticed that simply following the "welcome" set up routine some vendors install automatically gives the user admin access. I assume this is so "it just plain works" as expected.
The OEM doesn't give a crap if they get infected or hose something because of this. They're more geared toward making the computer "easy" and cooperative with the customer. The first time Billy can't install his download for lack of admin rights there'll be a curse with the manufacturer's name in it. That's bad from the marketing standpoint, and we all know where marketing is on the food chain.
