If it was developed prior to Vista, by default under XP and prior Windows versions, the program would have free reign over most of the system. Most likely, it has not been updated for the more strict rules of Vista/7 so it needs to be "run as administrator" in order to have the required level of access to the system. If you try to run most games that were originally designed for XP, you will find that it will likely require admin rights to run as well.
