Neither has anything more to do with managing than being a business analyst...

Managing IT people should be about setting goals and providing an environment in which they can be achieved.

Would it help if you knew something about it, yes.

Can you substitute knowing somthing about IT for managings skills. No.

If I was choosing a boss I'd always rather have one who was better at managing than ITing.
