I don't know if it's changed in iOS5, but in iOS4 on my iPhone 3G it's here:
Settings/Mail, Contacts, Calendars/Fetch New Data

Does it matter if you wait till 10% or less or if you recharge even though you are still at 80-90%. Will leaving it connected to the charger when its fully charged be detrimental?

Apple says to go through at least one charge cycle per month. I'd probably suggest every couple of weeks. Here are some articles if you need them.
