Celoxis: A feature rich and affordable PM tool

We're finally setting up a PMO in our organization. We have new leadership and they see the need! The PM's are responsible for all aspects of quality as well. Is there a tool that someone can recommend? We are a microsoft shop, build web apps, db's and maintain a custom ERP.

No phone support and its not made in the USA, won't think of purchasing it.
