the movie when the Borg wiped out most of Starfleet. If you remember in TNG episode when they revealed that a phasing cloak was first tested aboard the USS Pegasus. That could have been used to fight the Borg but then Picard and crew never would have needed to go back in time since the Borg would have been defeated.
