No, you're not a scrooge and neither am I. It is too much! One year a colleague left the office with a bag full of gifts and I saw them throw the bag in the garbage and say "I don't have any room for this stuff". I'd much rather take my team to lunch and share some out of the office down time rather than receive gifts from and spend time thinking of what is an appropriate gift or not for someone else. It's too time consuming. Isn't there enough stress in our lives!
