There are a lot of people I know who could care less about the beauty of HTML 5 and CSS 3, and prefer the familiarity of previous versions of IE. IE9 fresh install just gives you an open browser with no menu or status bar off the bat, which turns a laymans user off in a heartbeat. If Microsoft changes that with 10, it should have a better reception.
I dislike the 'clean' browser look of Chrome and IE 8 and 9. I can't address Safari since I've never seen it, but if it looks similar I probably wouldn't like it either. At least with Firefox I still have near-complete control over the menu and toolbar icons and layouts.
