In my experience, corporate management is often at fault for control-freak-nerd-herd. Management decides on limitations (block Web sites, restrict applications, etc.). When employees complain, management does not say "Systems are configured the way that I/we decided.". That would generate requests to change the decision. Management says "IT set these restrictions.". When employees complain to IT, IT says "IT cannot change these restrictions.". IT incurrs displeasure of employees for decisions made by management.
