If your bank has a lot of "unused server capacity" laying around you need to investigate why your Admins and engineers didn't size your virtual-machine infrastructure correctly.

Don't use "doing a bad job" by an individual as an excuse for switching to cloud services when you could solve the problem just as readily by replacing the admin with somebody competent.
