The issues at hand clearly are ALREADY ILLEAGAL. More legistlation can't make them any more illegal then they are. What we are talking about here is making someone else responsible for illegal activity. The people breaking the law will continue to break the law, and legitimate businesses will wind up mired in legal battles.
How does that make sense?
If your neighbor is a theif, but has evaded capture and prosecution, should we make you responsible for reporting his illegal activities? If you don't stop him, we can then go after you for our loss?
Find a way to enforce the laws already on the books before you go adding more.
