I am facing some problem with my OS or Hardware ( Laptop)

I am Facing some Intermitant problems,It suddenly stop or disable some keys while working like CTRL+ALT+dEL,win+L,disable task maneger,Usb port disable (not working) and when i'll try to restart and log off the machine it does not
take the command and remain in the same state,after forefully shutdown with
power Button of the machine and then restart the machine it become normal
and working fine.
I have Run dell daignostic Utillity there was no hardware issue on the
machine regarding this problem.

Dont want to Repair or rebuild Windows

Well as you do not want to rebuild/reinstall Windows you can try doing some real diagnostics. The Ultimate Boot CD is free and available here

Start with a Memory Test use the Ultimate Boot CD and boot off it then go to Memory and select the highest version of Mem Test and run that.

If there are any errors shown and you have more than 1 Ram Module Fitted remove all but 1 RAM Module and retest. If it passes rerun the test but with the other RAM Module Fitted. If that passes then you have a Timing Issue with the RAM Modules and while both are OK they are not Matched and are causing these issues.
