This has all been publically stated by them. Basically, they've stated that you need a special certificate to deploy desktop apps for WOA, which means Microsoft and *perhaps* trusted third parties like OEMs. We saw this with WP7 too, OEMs and carriers get the ability to write apps that cross the boundaries that you and me can't.

As someone else mentioned, Microsoft is NOT allowing Windows 8 to be installed by end users on ARM devices, that's OEM-only, for better or for worse. So no one is going to see WOA until ARM hardware is available. sad That said, I *have* requested through my contacts to get access to an ARM device when they are available, and with any luck I'll be able to get one and share with you my experiences with it.
