I'm no longer working, but the last job I had, I spent about 30% of my time teaching the new kids how to use the software as well as how to do the job.
Although each person had to pass a test using the software, not many of them could use the advanced functions to make the job easier and more efficient.

We outsourced Office support several years ago.

Its bad but our computer support people don't know computers. They keep bother us developers to fix things. Our IT department is almost as bad, us Dev's seem to have to solve most IT problems too.
