PDF is not a Microsoft standard why fault them

If Microsoft supported portable document format you would not need an acrobat reader or any of the other readers that do support it. (I prefer Foxit).

Worried about copies, generate a version that is image only with watermarked generated uniquely per download. Oh wait Adobe does want their dime for that. /smirk
