It's hopeless
Even if employer wants to pay the technical staff properly, even if he (or she or it, or... awww, to hell with politically correct speak) doesn't want to ship the jobs overseas, he still has to compete with the ones that do.
The "struggle for technical talent" yapping your link talks about is actually an early sign of another wave of recession. Officially reported economic indexes paint a rosy picture as always, but somehow, profit margins get thinner and thinner, business opportunities rarer, quarterly earnings reports uglier, and more and more managers need an excuse to to keep their jobs a bit longer. "Talent woes" plea always works best, like "Those lazy serf brats just don't want to study and work for the salaries we can afford to offer."
