Yes the big companies are looking to cut costs, and they want the latest technologies. No company can achieve both goals in house.

The solution is to outsource more of the data center to new businesses that have made the investment in coveted new technologies. Those new businesses, many of which may not even exist yet, will have to spend money on technology and staff to meet the demand, but this is not figured into the report. Hence my belief that the tech industry as a whole is a big, green field ripe with jobs and opportunity.
