Most of the small businesses that I've done freelance Web work for felt utterly out of their depth when confronted with a CMS. Their eyes just glazed over. It was much more worth it to them to just email me and have me do their 1 - 2 small content changes a year and write me a small check for the hour of work than to try to work with the CMS. If they had more frequent content change needs, though, I suspect that learning the CMS would pay off for them.
Then again, paying me to maintain their CMS and keep up with all of those updates would get VERY expensive, VERY quickly.
