This is a very timely article for us! We are in the midst of a migration and are seeing these issues.
I was going to try your solution out but the New-Throttling Commandlet doesn't seem to have RPCMaxConcurrency as a parameter.
Is there another parameter that we should be using with Exchange 2010 SP1?

Yes, that was it.
According to MS Technet:
"The RCAMaxConcurrency parameter specifies how many concurrent connections an RPC Client Access user can have against a server running Exchange 2010 at one time"

This one slipped by me completely... it should indeed be RCAMaxConcurrency xxx
