Sometimes, the technical manager and the senior technical person are one and the same, especially in not extremely large "shared irresponsibility" companies.
But otherwise, as long as the technical manager is the person responsible for the proper technical decisions by the company, they are the one to make that choice (for the company). If there are other senior technical persons, they will always advise, of course.

The final cut is always the "Contract Owner" (pure Contract and legal) but sometimes the "Contract Owner Representative" (the guys who ensure for proper quality and act as a liaison between the supplier and the contractuals) may take this role.
Those two can be influenced by the Product Owner (the guys in charge of the future management of the deliverables). Sometimes the "End User" (the guys who are effectively going to use the product) comes into play .

Your question is overly broad. Are you just talking about the stuff IT looks after like the lan web site, setting up workstations and office OR the rest of the stuff we do going from engineering and scientific models to safety systems on the reactor?
Yeah most companies don't have a reactor in the back yard but a lot do things involving safety and there is a lot more goes into that then the company web site.
So kindly define your scope of your question (and your other articles) and maybe we can help you with the answers. (And yeah a large part of the companies out there do have things that impact safety, more than you think.)

There should be another choice. A rabid monkey with a dart board. My technical manager makes final decisions but sometime I wonder how he comes up with the final say. Taking all the broad knowledge of his staff he still approves something that is over priced and over complicated to use.
