Sometimes, the technical manager and the senior technical person are one and the same, especially in not extremely large "shared irresponsibility" companies.

But otherwise, as long as the technical manager is the person responsible for the proper technical decisions by the company, they are the one to make that choice (for the company). If there are other senior technical persons, they will always advise, of course.
