How to explain such a clearly ridiculous ruling? Because career politicians and bureaucrats (who consider themselves, incorrectly, The Government) are terrified of the Internet and its ramifications. They see it as a zero-sum-game, that empowering people with access to information and low-cost, large-scale means of communication will diminish their power.And in the traditional sense, they are correct.
