It is about speed and privacy
Ignoring the Greek context, this example of a highly customized, specific-use application put into the hands of a select group of people collaborating on a sensiotive problem is a very interesting one. The same thing could have been done with a Web site, but it wouldn't have had the same cachet ot perception of exclusivity. Creating a custom app and then tieing it to a cool device was brilliant piece of marketing. Those restructuring this debt learned from how Apple markets its products. Apple marketing deserves the credit, not the iPad.
