At least, not without prompting from the C-suites: "Can't you guys come up with something that we can use across the company that will make us more efficient?"

And It's not IT that makes funding decisions, it's the bean-counters who continue to throw good money after bad when the project proves to work exactly the way IT said it would if it wasn't funded properly.
